Trainer Anthony Freedman will front the Racing Appeals and Disciplinary Board after being charged with an offence relating to corticosteroids.
Racing Victoria stewards charged him with taking Minaj to race at Moonee Valley on October 25 with a prohibited substance in her system.
A pre-race urine sample detected dexamethazone, a short acting corticosteroid.
The mare finished sixth in the 1000m race.
Stewards also charged Freedman with failing to keep proper treatment records.
Freedman is a younger brother of Hall Of Fame trainer Lee who joined his brother in a training partnership in late November.
